The England international is out of contract at the Etihad at the end of the season, and is no closer to signing a new deal with the Premier League champions.
And the Reds are said to be in pole position to land the former Leeds and Aston Villa midfielder, as Brendan Rodgers begins to prepare for life without Steven Gerrard.
The club are happy to wait until the end of the season to bring the versatile 29-year-old in on a free transfer, but may be forced into paying a cut price fee and completing the deal this month if other clubs show a serious interest.
